To access the scrap menu, tap on a rare or epic truck while it is parked in a city, then tap the Visit button under Parts and you will see the Scrap tab on the left. From there you can select which part(s) you want to scrap and use the slider to increase the number of that part you want to turn into scrap. The timer is not showing properly in the current version but it should take 8 hours and 20 minutes per part scrapped.
