The daily event city should be randomly chosen but they are seeded off of the device clock. If the device clock or calendar are adjusted it can cause this randomness to be stuck resulting in the same daily event city several days in a row. To resolve this try turning your device off and back on. If that is not working you can also try opening a new city as this also randomizes the pool the cities are chosen from.
