Note: Tiny Tower Vegas has been removed from the Google Play and Apple App Stores. Previously installed games can still be played but the app cannot be installed/reinstalled.
If you've moved the date on your device to a date in the future and viewed the fireworks, the app will record a timestamp and they will not appear again until 1 day after that time. You will need to wait until that future date passes to claim fireworks again.
